The call HORIZON-HLTH-2023-TOOL-05-09 has been scheduled to close, so this opportunity is no longer current.

Currently, there is a huge volume of historical data that has been recorded and kept for millions of patients. Due to time and resource constraints, it is not possible to improve the data quality for each record in a big data migration project. For this reason, public authorities or the body that handles the data should determine critical data domains. TIGA is very competent in this matter thanks to its experience in the QHIE-Hub (Qatar Health Information Exchange Hub) Project, which is a project that allows accurate data and information to be stored and exchanged in an efficient, secure, and timely manner between 300 healthcare stakeholders and actively allows the use of that information to support the provision of health and healthcare services. In this scope, TIGA identified critical domains for the focus of data quality assessment and improvement for data migration in the Core Platform.
One of the most important steps in this project is the evaluation and improvement of the quality of the data that is acquired from healthcare providers. TIGA defines business rules in the QHIE-Hub system for each piece of clinical data. Healthcare providers have to meet such a data quality standard to upload their historical data to Target Systems. Hence, QHIE-Project guarantees not only the live feed data but also the historical data kept in the source systems.

TIGA has been processing health data in compliance with international standards such as GS1, FHIR, SNOMED CT, LOINC, RxNorm, and ICD-10. Since 2010, TIGA has been working closely with various public authorities such as the Turkish Ministry of Health (MOH), Saudi Food and Drug Authority (SFDA), and Qatar Ministry of Public Health (MOPH) in the health sector to improve data, information, and knowledge that can be used for enhanced patient empowerment, improved health promotion and preventative care, more integrated care and service delivery, and robust population health planning, monitoring, and analytics. TIGA is CMMI Level 3, ISO 9001:2008, and ISO/IEC 27001:2013 certified for providing the highest level of data privacy and compliance with global standards.

TIGA runs the Turkish Personal Health Record System, which provides 24/7 access to all health records of citizens and gives them control and management opportunities over their health records. Also, it enables all private or public health institutions to send integrated real-time data. All in all, for this call, TIGA can
• contribute by performing a mapping of existing data quality and utility principles/initiatives/frameworks with extensive field knowledge.
• pilot and evaluate the use of the proposed framework within this proposal.
